Abstract
This article examines the function of the endowment (waqf) institution in the establishment of the Danesh Elementary School and analyzes the initiatives of Mirza Rezā Khān Arfaʿ al-Dowleh based on press documents and contemporary reports. During a period when the central government lacked the necessary capacity to create, manage, and finance a modern educational system, waqf, as a social and institutional mechanism, enabled the establishment, maintenance, and sustainability of new schools, partially compensating for the absence of formal structures. The Danesh Elementary School, founded through the initiative, management, and patronage of Prince Arfaʿ al-Dowleh and supported by endowed properties, charitable donations, and public contributions, stands as a representative example of the interaction between individual benevolence and the institutional capacities of waqf in expanding access to education for poor and orphaned children. Analysis of press materials shows that waqf not only provided the financial resources and educational space for the school but also facilitated its connection with the emerging formal education system, the organization of regular curricula, the creation of new learning opportunities, and the development of local human capital. Arfaʿ al-Dowleh’s purposeful use of charitable and endowed resources in managing, developing, and equipping the school demonstrates the decisive role of both individual agency and the waqf institution in ensuring the continuity, vitality, and effectiveness of this school, highlighting the significance of studying this institutional–individual interaction in the history of modern education in Iran.
